The PayPal Cashback card is probably the best of the no-annual-fee 2% cash back cards. Unlike the Citi Double Cash Card and the Fidelity Rewards Credit Card, it doesn't have a foreign transaction fee, so you can use it both at home and internationally. It also has no minimum threshold for redeeming awards.

Any one of these cards makes a great general purpose reward card for anyone who can't get the Sapphire Reserve / Unlimited cards, doesn't spend enough to warrant paying an annual fee, doesn't have $100,000 of investments or retirement assets to move to Merrill Lynch, and isn't interested in, or qualified for, one of the other advanced options. Get a Great General Purpose Reward Card and Use It for All of Your Spending.

The Double Cash card does offer slightly better extended warranty and price protection benefits. If you really value those benefits, and you have a good card for overseas travel and restaurant spending, you might consider getting the DoubleCash card instead.
